DISASTER PREVENTION AND MITIGATION

  • Capacity building to effectively mainstream DRRM and CCA in development planning, investment programming, project development and evaluation
  • Conducted Risk Assessment among infrastructure and housing units at flood prone and landslide prone areas (Pilig Alto, Pilig Abajo, Magassi, Mabangug, Balasig, Garita, Cansan, Cubag, Masipi East & Masipi West Identified housing units and infrastructures are prioritized for rehabilitation/improvement or relocation
  • Constructed and rehabilitated the ff:
    • Line canal (Phase I) in Brgy. Catabayungan-Brgy. Casibarag Norte
    • Single Barrel Box Culvert that links Sitio Dacque and Sitio Aggasimuan in Brgy. Tallag
    • Widening of FMR Bridge in Bgry. Tallag
    • Slope protection from Brgy. San Bernardo to Brgy. Tallag Provincial Road
  • Implemented the Community-Based Monitoring System (CBMS) with disaster risk reduction and management
  • Developed and institutionalized local disaster EWS and communication system

DISASTER PREPAREDNESS

  • Rehabilitated and upgraded the MDRRMO main office and EOC facilities particularly the stockroom/storage area and emergency equipment section
  • Constructed Multi-Purpose Evacuation Center in Barangay Mabangug
  • Constructed San Juan Evacuation Center extension building
  • Constructed two-storey stockroom for LGU supplies and materials (Phase II) at Municipal Hall compound
  • Conducted/participated trainings and seminars conducted by the OCD, PDRRMO, DOH, and other training providers
  • Conducted IEC campaigns, seminars, workshops, and trainings (MDRRMO Training Section)
  • Conducted trainings and simulation exercises on disaster preparedness and response, capacity building activities for disaster risk managers and key decision makers
  • Established EWS in target areas and designation of trained personnel to manage EWS
  • Identified vulnerable/hazard prone areas per barangay. Multi-hazard maps integrated in MDRRM Plan

DISASTER RESPONSE

  • Deployment of IMT Command Staff (PIO, LOFR, SOFR) and General Staff (OSC, PSC, LSC, F/ASC) to:
    • Manage disaster incidents, planned events, road accidents and other emergency situations
    • Conducted search, rescue, & retrieval operations
    • Chain of command and unity of command are observed
  • Distributed relief goods, medical assistance, hygiene kits, kitchen kits
  • Prepared and maintained CoViD-19 Isolation Units for confirmed cases and Quarantine Facilities for close contacts, returning residents, and persons with symptoms

  • Disinfectant solutions for isolation and quarantine facilities
  • Pressure tanks for Evacuation Centers
  • Medical oxygen and essential medicines for CoViD-19 patients
  • PPE sets
  • Rescue equipment (ladder, pushcart, life buoy, helmets, life vests, rope, storage boxes)
  • Thermal scanner, pulse oximeter, and BP apparatus
  • Appliances for isolation facilities (air conditioner, TV, cable connection, electric fan, electric kettle, electric stove, water dispenser, cabinets.

DISASTER REHABILITATION AND RECOVERY

  1. Formulated Recovery and Rehabilitation Plan

  3. Conducted Psychosocial Counseling sessions for disaster survivors

Preparation of LGU Cabagan Ligtas CoViD-19 Center as Temporary Treatment and Monitoring Facility (TTMF) for CoViD-19 patients and prepositioning of emergency medical supplies and equipment, disinfectants, and hygiene kits.

Monitoring of checkpoints to ensure strict adherence of health protocols and travel restrictions in coordination with the Municipal Police Station and Barangay Peace and Action Teams.

LGU Cabagan offices and schools’ participation during the conduct of the 1st Quarter National Simultaneous Earthquake Drill (NSED)

MDRRM Council members and Punong Barangays (BDRRMC Chairman) convened to discuss latest CoViD-19 protocols, alert level, and resources needed during response operations.

Oplan Semana Santa Task Force provided public and medical assistance during Holy Week and conducted monitoring activities in public areas to ensure adherence to health protocol
